The recent growth in plasma processing techniques applied to core technology sectors has contributed to a re-birth in applied and experimental plasma physics. The Plasma-Focus device is a relatively inexpensive, non-radioactive, low voltage, compact and efficient source of plasma and radiation. With experienced guidance, it can be reproduced in experimental laboratories around the world for use as a non-radioactive source of x-rays, plasma streams, e- and i-beams, and neutrons for both applications and basic research. The opportunity to collaborate at the ICTP/INFN MLAB could serve as the catalyst for combining existing collaborations between Italy (universities and ENEA), Poland, Chile, Pakistan, Argentina, Egypt, and others. This presentation outlines a proposal to quickly and efficiently establish a low cost source of x-rays, fast charged particle streams, and neutrons at the MLAB primarily using existing ICTP programs and in-kind contributions. The purpose of the proposed Plasma Source Lab at the MLAB is not only to further investigate the physics of the plasma focus; its uniqueness derives from the creation of a source of radiation and particle beams for diagnostic and technology development as well as applications to interdisciplinary projects such as cultural heritage, life, and material sciences. The lab would also provide an excellent venue for training developing country scientists in experimental techniques and diagnostics.
