The goal of the Workshop is in-depth discussions of all substantial aspects of the production, propagation and detection of the high energy cosmic neutrinos. That includes analysis of the latest experimental results, models of neutrino sources and predictions of the neutrino fluxes. New ideas on cosmic neutrino detection and long term perspectives of the field will be considered.
